Buying an HDB resale flat makes a lot of sense for people who don’t have time to ballot for a BTO flat. This is mainly because people who wait for a HDB BTO flat are not guaranteed a unit in the end. It could also be that the BTO projects currently underway are not in a location that will suit the buyer. They want home in their preferred community, near work, school, or their family’s home.   

This means that buying an HDB resale flat may be your best option if you do not have time to wait. Even though you won’t have the benefit of a full 99-year lease, a nearly new unit will likely come with at lease of at least 90 years, which is plenty. However, it’s important that you make sure the HDB resale price being asked is fair, based on the number of years that remain on the lease. 

Another advantage of buying an HDB resale flat, is that you immediately get the keys upon a completed transaction. So, you can start renovating right away and move in soon after. 

If you aren’t in the mood to make a lot of changes, you can save the cost of renovating since the previous owner would have likely fixed the place up anyway. You can quickly find the resale flat prices on completed transactions within the last 2 years, derived from registered resale applications. These online tools are also updated every day, so the resale flat prices should be accurate. 

Once you’ve determined what your budget is, you can search for HDB resale flats through property sites like 99.co or PropertyGuru.com.sg. You can easily search by estate name, price, number of bedrooms, and other criteria.

Furthermore, when you compare HDB resale flats to BTO in terms of the most recent prices you can see that the former cost more in general, but they are not really that pricier. 

If you compare Sembawang (non-mature) with Ang Mo Kio (mature) you can see that the price of a 4-room Sembawang BTO flat starts at $272,000 whereas the average price of a 4-room Sembawang HDB resale flat is around $353,000. But when you look at the prices of a 4-room BTO flat in Ang Mo Kio, you see that they start at $451,000, whereas the average price of an HDB resale flat of the very same size is lower, at $446,000!

This means that you may be able to find an HDB resale flat in your preferred location and possibly in a mature estate, without paying a lot more. Once you deduct all your grants, you may even end up paying less.

Ang Mo Kio is one of the more expensive areas because it’s centrally located, while still being in the heartland. It has great schools, including Nanyang Polytechnic and Anderson Secondary School, and others. It is also blessed with nice restaurants, good connectivity, and many other amenities. 

While you’ll generally pay more in Ang Mo Kio for a 4-room HDB resale flat than you would in a non-mature estate, you’ll find it’s less than you would pay for the same size resale flat in non-mature Punggol, and less than you would pay for HDB resale flats in Queenstown, Toa Payoh and other mature towns. 

The 2019 URA Masterplan shows that people buying in Ang Mo Kio can expect more conveniences in terms of transportation with new stations being built on the Cross Island Line as well as the Thomson-East Coast Line. Plans are also in the works for a beautiful nature trail as part of the Thomson Nature Park, a cycling network spanning16km in length, the North/South Corridor and more.

Bedok is an extremely popular mature town bustling with activity. Residents enjoy an assortment of amenities, including wonderful restaurants and eateries, great schools, and educational institutions as well as excellent connectivity. The average price of an HDB resale flat is generally higher than prices of comparable units in non-mature estates, with the exception of Punggol. However, these prices are considered mid-range compared to similar units in many other mature estates.

Residents of Bedok are in a great location, near the airport, which has a lot of restaurants and retail shops and close to the beautiful East Coast Park and Bedok Reservoir. There are also quite a few educational institutions, including Tampines Junior College, Temasek Junior College, Victoria Junior College, ITE College East and Temasek Polytechnic. 

In terms of connectivity, Bedok has the new Thomson-East Coast Line and of course the Downtown Line for transporting residents wherever they need to go.

Bishan is located in the heartland of Singapore, right in the centre of the country. While this town is known for completing some HDB resale transactions in the $1 million range, do not let that intimidate you.  

This is a mature town with prices averaging more than a half million for a 4-room HDB resale flat. While this may be higher than average prices in other mature towns, these are not the priciest. The bottom line is that if you can afford one of the best locations in terms of schools, transportation, connectivity, and other amenities, it’s certainly worth the investment. 

Parents can relax knowing their children will be attending some of the best schools, like Catholic High School and Raffles Institution. You’ll also have Bishan Park nearby with our famous Singaporean otters.

Since Bukit Batok is not even 20 years old, it falls into the category of a non-mature estate, which makes HDB resale flat prices less expensive, even though it offers residents plenty of amenities of the type you would find in a mature estate. 

Residents here enjoy plenty of outdoor activities at Bukit Batok Nature Park as well as at the well-known Little Guilin landmark, which is found inside Bukit Batok Town Park. If you’re looking in Bukit Timah for an HDB Resale flat you had better be prepared for higher prices. One reason is because this neighbourhood is mostly private property. This is a very nice upscale estate with top-quality schools, elegant restaurants, premium retail shops, and grocery stores.

The Central Area of Singapore includes the Singapore River areas, River Valley, Rochor, Orchard, Outram, Newton, Marina East, Marina South, and surrounding areas, according to the HDB. This region is also commonly called the Central Business District (CBD). This is the busiest section of Singapore, so homebuyers do expect to pay more for the convenience of being where all the action is. Residents of Choa Chu Kang live close enough to Bukit Panjang that they can use all the amenities at both non-mature estates. The connectivity is great, as it’s only a short bus or LRT ride away.  

The average HDB resale flat price for a 4-room unit in Choa Chu Kang is a little less than a unit of the same size in Bukit Panjang, which is why many people choose to buy in Choa Chu Kang. Both estates are basically in the same location, so it only makes sense.

HDB resale flat prices in Clementi are in the upper mid-range for a mature estate, with a 4-room unit costing about $500,000. But this is a well-connected estate in a good location with plenty of upscale amenities and planned enhancements, so these flats are well worth the price. 

If you look at a draft of the 2019 URA master plan for Clementi, you will notice that additional green belts are planned along Sungei Pandan Kechil and Sungel Ulu Pandan. West Coast Park will have more facilities for senior citizens. Additional homes and other upgrades are also planned for Clementi. 

Clementi is in a great location in terms of transportation networks and residents have access to an abundance of amenities, including shopping centres, restaurants, entertainment, and educational institutions. For those pursuing higher education ITE College West, Ngee Ann Polytechnic, Singapore Institute of Management and National University of Singapore are all close by.

Although Geylang is home to the red-light district in Singapore, it does have its redeeming qualities, which includes an active restaurant scene and nightlife. Since the URA rezoned Geylang in 2015 to allow residential areas to be redeveloped for commercial use, more businesses are moving in, which means fewer homes. That fact alone makes these HDB resale flats an excellent investment. Furthermore, Geylang is a 10-minute drive to the central business district and to Paya Lebar, a newly developed commercial hub.

Jurong is often referred to as the “Orchard Road of the West” because it is a very lively town with a lot of excitement, especially in Jurong East. There are 3 huge shopping centres, a beautiful hotel, a massive industrial estate, a variety of government buildings, hospitals, and an international business park. Yes, this is a busy place!

Jurong West is slightly removed from all the action in Jurong East, but people still think of it as the “Orchard Road of the West.” It’s just not as lively as it’s eastern counterpart and home prices are therefore a bit lower, making this a more affordable choice for people looking for a home in the West. 

Residents of Jurong West are not far from Clean Tech Park, the National Institute of Education, Tukang Innovation Park, Nanyang Technological University, Wenya Industrial Estate and the Tuas industrial area.

HDB resale flat prices are a little higher in Kallang/Whampoa since this is a mature estate ideally located near the city centre. It also offers many attractive amenities, like Kallang Riverside Park and the Singapore Sports Hub. This location also offers residents an easy way to get to the Marina Bay area via the park connector network.

Residents who love water sports can enjoy nearby Rhu Cross’ PA Water Venture and those who hike, walk or jog can often be seen along the Pelton Canal park connector. HDB resale flat prices in Marine Parade are not as high as you probably think, knowing how many private homes there are in this affluent area.

At the moment, things in this neighbourhood are all torn up due to all the construction going on to build the Thomson-East Coast Line. Even though the connectivity in this area is quite good, this will certainly improve it when finished. 

Aside from a great location, Marine Parade residents have easy access to the town centre, a nice variety of stores, gourmet shops, great restaurants, and goods from well-known brands available in the heritage section.

Pasir Ris in the Malay language translates to “white sand” a perfect description for such a lovely mature town on Singapore’s beautiful coastline. 

Residents enjoy being near gorgeous parks like Pasir Ris Park and Pasir Ris Town Park where they can engage in a variety of outdoor activities. Those that love being near the water can certainly enjoy Pasir Ris Beach and Lorong Halus Wetland. Other amenities include NTUC Downtown East and its recreational areas where chalets can be rented for weekend getaways. Aranda Country Club and Aloha Loyang Resort are also nearby.

The prices of HDB resale flats in Punggol are fairly high when you compare them to prices in other non-mature estates. Honestly speaking, these prices are more aligned with the prices in mature estates. However, it is an extremely popular town with a magnificent waterway and a very bright future. A shopping mall and other developments are planned for this estate that make buying a home here an excellent investment. 

Residents love the convenience of the town’s beautiful 1.5km trail that goes along Old Punggol Road and joins up Punggol Digital District and Punggol Waterway Park with Punggol Jetty. If you buy here you’ll be close enough to the waterfront that you can routinely enjoy horseback riding, fine dining and cycling.

Furthermore, plans are in the works for the opening of Punggol Town Hub in 2021, which will offer amenities like a community club, local library, childcare centre, and hawker centre as well as medical facilities. The Linear Green path is also being built beneath the viaduct, so residents will be able to walk with their children to various playgrounds. There is also a fitness corner planned that will link up to Punggol’s Regional Sport Centre and SAFRA. 

In terms of transportation, Punggol’s connectivity will be improved and that includes road repairs and other improvements.

Of all the mature estates in the heartland,  Queenstown has the highest HBD resale prices, with the average price of a 4-room flat approaching $700,000. 

If you have plenty of money, you may as well enjoy it. Queenstown is the first satellite town established in Singapore and where the country’s first HDB flats were built on Stirling Road.

Residents of Queenstown are a diverse mix of young families and senior citizens who love seeing children of all ages participate in neighbourhood activities like Chinese chess and talent shows. Queenstown also offers many amenities, like shopping at a huge IKEA store, as well as Anchorpoint and Alexandra Central malls.

HDB resale prices in Sembawang are still incredibly affordable since Singapore’s north side has often been treated as the forgotten step-child. However, this location is starting to look up with new developments planned now that it has the Canberra station with the Jurong Region Line soon to follow.

Even with all the latest activity, Sembawang is still a peaceful place to live, while offering residents a little action in Yishun and Woodlands, as well as great shopping at Sun Plaza and the namesake Sembawang Shopping Centre. Seletar and Upper Thompson are quite close as well.

Having been developed starting in the 1990s and continuing on into the early 2000s, Sengkang has grown into a bustling town with many amenities. HDB resale flat prices here may be a bit lower than Punggol’s since their resale flats are newer. 

Residents here have easy access to shopping at Compass Point, Fernvale, and Rivervale Plaza, enjoy neighbourhood clubs and wonderful educational institutions. Getting around Singapore is easy from Sengkang using the bus, LRT and MRT. 

Future enhancements are in the planning stages for Sengkang, with a park at Hampstead Gardens, enhanced features at The Oval @ Seletar Aerospace Park, expansive childcare centres, and the redevelopment around Buangkok MRT Station.

Residents enjoy large modern shopping malls, a variety of good educational institutions, medical facilities Tampines Regional Library and the recent addition of Our Tampines Hub. Living here, you’ll be conveniently close to IKEA Tampines, The Singapore Expo, Courts Megastore, and Changi Airport. 

With all this action, Tampines can get a bit crowded at times, especially during peak hours. So, unless you thrive in crowds you may want to choose a more peaceful town like Bedok or Pasir Ris, both of which are reasonably close if you’re in the mood for some excitement.
